Dr. Stout’s role as Director is focused on leading Virginia Tech’s collaboration in the area of coastal resilience and the adaptation economy through the VT Coastal Collaborator Center in Hampton, VA. The VTCC is supported by the Fralin Life Sciences Institute and the Virginia Cooperative Extension and is interdisciplinary across campus. Her primary focus is connecting the extensive capacity at VT with coastal stakeholders to solve coastal resilience challenges.
Dr. Stout is an Experienced Professional GIS Manager and Educator with a demonstrated history of leading state and federal government programs and GIS education programs. She is a Fulbright Specialist awardee from the US State Department, and previously worked for NASA, FEMA, the Commonwealth of Virginia and the University of Richmond. She also previously served as Acting Coordinator/Geographic Information Officer of Virginia for the Virginia Geographic Information Network (VGIN) and was among the first female Federal Emergency Management Agency (FEMA) GIS analysts in the country. Dr. Stout is also the founder the Virginia chapter of Women in GIS. She is skilled in ArcGIS (ArcMap and ArcGIS Pro), Imagery Analysis, LiDAR and aerial imagery data collection, proposal writing/evaluation and higher education program development. Dr. Stout holds the GISP Professional GIS industry certification, GeoEdC professional Geospatial Educator certification, a Virginia Teaching License, a RYT200 Yoga Instructor certification, and a PhD in Instructional Design and Information Technology.
